倫敦市政府與總部基地(大陸)控股集團29日簽署協定，後者將投資10億英鎊在倫敦皇家阿爾伯特碼頭開發『亞洲商務港』。這是迄今為止大陸企業在英國投資最大的地產專案，也是今年以來大陸對英國最大的一筆投資。
根據中新社報導，這一地產專案將為大陸和亞洲其他國家企業建設辦公樓、商鋪和住宅，占地約合14.16萬平方公尺。總部基地(大陸)控股集團董事長許衛平表示，這一專案建成後將成為倫敦繼新老金融城之後的又一個金融中心，旨在吸引大陸和亞洲新興企業和金融機構入駐，成為『新金融城』。
許衛平說，總部基地(大陸)控股集團與倫敦市政府從相互接觸、了解、競標到最後簽約，共花了5年多時間，其中專案談判用了2年多時間。根據英國的法律法規，專案還需完成一系列審批手續，預計將於明(2014)年下半年開工建設。
大陸駐英國大使劉曉明當天在簽約儀式上表示，這個專案表明大陸對英投資繼續保持良好態勢。當前在英投資或經營的大陸企業超過500家，還有更多的大陸企業有意到英國來設立分支機構或歐洲地區總部，以加強與英方在金融、基礎設施、創意產業和通訊技術等領域的合作。希望該專案今後能憑藉一流的設施，成為來英大陸企業的首選。
皇家阿爾伯特碼頭位於倫敦泰晤士河南岸，19世紀後期建成時曾是英國最大的碼頭，上世紀60年代後逐步衰落，碼頭和倉庫也被棄用。目前該碼頭所在的紐漢姆地區是倫敦最貧困的地區之一。
倫敦市長鮑里斯·約翰遜表示，『亞洲商務港』專案建成後將吸引更多亞洲投資者來英國投資。這個專案預計將創造約2萬個就業崗位，有力帶動當地經濟的發展。
